I have made such a program for Windows, using 486 or Pentium. It's realtime
if the video pictures are not very bad. It can read only norwegian license
plates at the moment, but right now I'm teaching it to read swedish license
plates too. The program is written mainly in Visual Basic, with some DLL's
and VBX's. Iy uses Screen Machine II from FAST Electronics for video input
and JPG compression of saved images.
It's marketed by a Norwegian company, Digitalteknikk AS.

High Precision Photogrammetric Data Set for Building Reconstruction
and Terrain Modelling with Ground Truth

This document describes a test data set prepared for use in the project
AMOBE (Automation of Digital Terrain Model Generation and Man-Made
Object Extraction from Aerial Images) being conducted at ETH Zurich
between the photogrammetric and vision groups and in cooperation with
SRI. We are distributing this data with the purpose of providing a basis
for comparison and evaluation of image understanding techniques, in
particular those dealing with the reconstruction of man-made objects.
Features of this data set include provision of the full photogrammetric
information, four-way image overlap and ground truth.

The set includes the following data:

1. High resolution, large-scale colour aerial images
RGB images, image scale 1:5,000, images scanned with a geometrically
precise photogrammetric scanner with 15 microns pixel size. Four
images, forming a 2 x 2 block, with 60% forward and sidewards overlap
were used. To reduce the amount of data only two image subsets
(an industrial and a residential area) will be distributed. These
areas are 1800 x 1800 pixels and are imaged in all 4 aerial images.

Grey level images can be derived from the RGB images by making
an RGB to HSV transformation and using the V channel as a grey level
image. These images have not been included in this data set to reduce
data size.

2. Full photogrammetric and other information on the images.

Transformation parameters from scanner (pixel) to photo (photogrammetric)
coordinate system.

Interior orientation parameters (camera constant, coordinates of
principal point).

Exterior orientation parameters
They were determined by a bundle adjustment and include the position
of perspective centers, rotation matrices and variance-covariance
matrices (i.e. precision estimates) for the parameters of each image.

Time information, latitude and longitude
This information can be used for shape-from-shadow computations.

3. Digital Terrain Models (DTMs)
Data measured manually with a high accuracy photogrammetric instrument
(expected accuracy = 0.1 m). The DTM is in ASCII format with a 10 m grid
spacing. Contour information is contained in DXF- and IGES-format CAD
models.

4. Buildings
Separate DXF and IGES files for the residential and industrial area
contain building roof models. These models are represented in terms of
line entities manually measured by an operator to an expected accuracy
of 0.1 m.

5. Orthophotos
The residential and industrial areas in all 4 images were orthorectified
(terrain-corrected) by using the DTMs. The ground resolution is approx.
equal to the resolution of the original images. The map coordinates of
the orthophotos and the grid spacing are given. These images are not
included in this data set to reduce data size. They can be made
available upon request from {mason,manos}@p.igp.ethz.ch

6. Digital Surface Model (DSM) (only for residential area)
The difference to DTM is that DSM contains the visible surface, i.e.
also 3-D objects not included in the DTM like buildings, trees etc.
The DSM was generated with a commercial photogrammetric system (the
Helava DPW 770) and has a grid spacing of 0.25 m. The DSM is distributed
both in numeric form and as a grey level image.

All images are in Sun Raster format.

The data are in the Vision List Archive in subdirectory

The file README in this subdirectory contains the text that is
presented here.

The data are in the files dataset.tar.Z(aa), (ab), ....(aj)
After transferring these 10 files you should combine them into one:

cat dataset.tar.Za? > dataset.tar.Z

The file dataset.tar.Z should be 68069591 bytes. The checksum for this
file using the command sum should be:

16521 132949 (ATT System)
24499 66475 (UCB System)

The data in dataset.tar.Z can be unpacked as follows:

uncompress dataset.tar.Z
tar xvf dataset.tar.Z

The size of the uncompressed data is 85 Mbytes. The top directory of the
uncompressed data contains a description of the data set in the file
dataset_descr.ps. NOTE that this file includes the description of all
data, although some of them (grey level images and orthophotos) have not
been included in dataset.tar

If you are using this data, please send us a short email. We are
interested to know by whom and for what purpose this data is being used.
Maintaining a list of the users might better facilitate future exchange
of results and ideas. It will also allow us to notify you of any
corrections or updates to the data set. Finally, please notify us of
any errors or inconsistencies in the data, or if there is something you
think should be included.

There are vacancies for "Lektor" and "Adjunkt" positions (Associate and
Assistant Professors) in Image Analysis and Computer Vision at the
Laboratory of Image Analysis, Department of Medical Informatics and Image
Analysis, Institute of Electronic Systems at the Faculty of Technology and
Science, Aalborg University, Denmark. The posts will be available for

The research and teaching activities of the institute covers communication
and speech technology, acoustics, computer vision, medical informatics,
process control, computer science and mathematics.

The positions are related to the Department of Medical Informatics and
Image Analysis of which the Laboratory of Image Analysis forms part. The
laboratory employs about 15 people including Ph.D. students and support
staff.

The research areas of the posts include image processing and analysis,
computer and robot vision, as well as statistical and structural pattern
recognition. Related areas like multimedia and "virtual reality" are also
covered by the research plans.

The Laboratory of Image Analysis is involved in ESPRIT Basic Research
projects with partners in Europe, USA, and Israel, and in a Nordic Computer
Vision network. The main theme for these and future research projects are
real-time image sequence analysis, active vision, scene interpretation, and
system-oriented computer vision in the context of continually operating
autonomous agents.

Applicants who can contribute directly to the further developments of these
research themes will be preferred.

Teaching duties concern, primarily, the study programme for image analysis
and computer vision at B.Sc., M.Sc., and Ph.D. levels, but include also
other study programmes of the university.

QUALIFICATIONS REQUIRED, ADJUNKT (3 YEARS APPOINTMENT):

An appointment as Assistant Professor presupposes relevant academic
qualifications at Ph.D., or comparable, level. The total assessment, of
each applicant, emphasizes the research potential. Normally such posts are
offered only to applicants with less than 8 years seniority (from the award
of the first academic degree).

QUALIFICATIONS REQUIRED, LEKTOR (TENURED POSITION):

The qualifications for an appointment as Associated Professor correspond to
the level of research and teaching experience achievable through the three
years of Adjunkt appointment. I.e., the applicant should be able to
document research initiatives and publications at an international level.
The equivalent qualifications may have been acquired in another way.

The assessment emphasizes the research potential of each applicant, as well
as a satisfactory level of teaching experience. Should an applicant be
appointed, who does not fulfil the teaching requirement, a provisional
appointment may be made on the condition that the teaching requirement is
satisfied within 18 months.

The International Society for Photogrammetry and Remote Sensing (ISPRS) and
the International Association for Geodesy (IAG) cordially invite you to attend

The goal of this workshop is to bring together experts from geodesy,

a session on modern software engineering techniques with some relevant
personalities of the computer science area.

There is also a social programme, partly supported by the ICA'95 Conference

The workshop will be structured as follows:

The workshop will be held at the new building of the Institut Cartografic
de Catalunya (ICC), located near Mount Montjuic, Barcelona.

The analysis of signals and images at multiple scales
is an attractive framework for many problems in computer vision,
signal and image processing. Wavelet theory provides
a mathematically precise understanding of the concept of multiresolution.

The conference shall focus on novel applications of wavelet methods of
analysis and processing techniques, refinements of existing methods,
and new theoretical models. When possible, papers should compare
and contrast wavelet based approaches to traditional techniques.

Robotic technology has successfully been applied in the industrial
sector since the 1960's. Lately, robotic technology has been applied
to wide ranging service tasks such as space exploration, construction,
and health care. This has raised the issues of intelligent control and
sensing, man-machine interface, and human-robot symbiosis.

The theme of the workshop will be the use of advanced robotics and
interface technology to address the challenges faced by human-robot
interaction in the service sector. This technology includes recent
advances in artificial intelligence, cognitive science, parallel and
neurologically inspired computing, active vision, and new actuators
such as artificial muscles.

PARTICIPATION

Control/Communication, and General. The workshop will include parallel
group sessions as well as plenary sessions for inter-group
discussions.

Besides invitees, approximately 60 participants will be accepted on a
first-come first-serve basis. A 10,000 Yen registration fee will be
charged. Participants are invited to submit extended abstracts by
March 31, 1995 and papers by May 5, 1995. The abstracts will be
distributed at the workshop and the proceedings will be mailed within
six months after the workshop.

SECOND ASIAN CONFERENCE ON COMPUTER VISION
ACCV'95

5-8 DECEMBER 1995
CONCORD HOTEL, SINGAPORE


The Second Asian Conference on Computer Vision, ACCV'95, will be held
in Singapore on 5-8 December 1995. The theme of ACCV'95 is "Computer Vision
for the Twenty First Century"
. The conference will provide a forum
for researchers to exchange up-to-date technical knowledge and experience.
The conference will focus on theory as well as applications of Computer
Vision. In addition to the technical sessions, there will be plenary, invited
and tutorial sessions. The Keynote speakers will be Professor Anil Jain from
Michigan State University, USA, and Professor Yoshiaki Shirai from Osaka
University, Japan. A one day tutorial on 3-D DATA ACQUISITION,
INTERPRETATION, AND MOTION ANALYSIS will be given by Prof. Shirai.
Also, another one day tutorial on PATTERN RECOGNITION AND NEURAL
NETWORKS will be given by Prof. Jain.


Papers describing original work in, but not limited to, the following

SUBMISSION PROCEDURE

Papers must be written in English and should describe the work in some
details. THREE COPIES OF THE EXTENDED SUMMARY OF THE PAPERS
(1000 - 1500 words) must be submitted for review. Please include in
the forwarding letter the author's name (underline SURNAME) to whom
the correspondence should be addressed. Also include address,
telephone and fax numbers, e-mail address, and the broad classification
of your paper.


Upon acceptance, at least one of the authors will be required to register
and then present the paper. The length of the final papers in the proceedings
will be limited to a maximum of 5 pages (5 mats A4 size, single space, font
size 10, two columns format), including figures, tables and references.
Accepted papers will be categorized in either oral presentation or poster
sessions.


SELECTED PAPERS WILL BE CONSIDERED FOR PUBLICATION IN A FEW
INTERNATIONAL JOURNALS.


INVITED SESSIONS

The Programme Committee is also soliciting proposals for invited sessions
focusing on topics related to the theme of ACCV'95. An invited session is
expected to have 5 to 6 papers on a specialized topic. Please submit your
proposals to Dr Stan Li (his address is the same as the address given below)
before 31 August 1995.
